Problem Launching game

Ok, i've re-downloaded the game twice. When i click on the desktop shortcut it just tells me searching for cabal.exe, i've tried to do it manually and wtf to my suprise there is no cabal.exe, would anyone know why cabal doesn't install properlly? And when i do go into the folder and click on CabalMain or Update icon nothing happens at all.

I've re-downloaded this game countless time in the past with problems here and there and I was usually able to fix the problem by switchn this and that but how am i supposed to fix this when it doesn't install the main file you need to launch??

Anyone know of a different site that I could download this from? Or have any clue what I could do to get it to download fully? I've even tried downloading with 2 different types of browsers. IE and Firefox.
