that looks like a graphic problem first try to reduce your graphics in game
if that don't work try reducing the work load on your pc
if neither of those work post your pc specs so we can try to figure out the issue
on a side note it could be that your graphics card needs updates or is on its last leg and needs to be replaced

I've tried all the graphic settings that's not the problem. I know it's not my pc because I fixed this problem a month ago but I had to run a system restore and that brought the problem back.
