It seems to be a registry error. Download this helpful tool Sicon found and uninstall cabal. Then scan your registry and repair any errors.

Alright, this issue is caused by one of two things.

First, the most simple issue to fix would be if this was a random memory glitch. The only thing you need to do then is reboot. If the problem persists, however, you have a corrupted file.

A fresh install really doesn't mean all that much. The thing you have to understand is that CABAL's uninstaller doesn't really do its job. It has an annoying tendency to leave behind all the corrupted files that you want to get rid of by uninstalling. First off, uninstall. Then, you need to delete any files that remain, save screen shots if you want to keep that, and run a registry cleaner. just search "Registry cleanup program" in Google and click on the first link. (It should be to a program called CCleaner) I've already tested it for viruses. Use it to clean your registry of corrupted files, then re-install. If the problem just suddenly appeared then there is no need to re-download it. If, however, the issue began the moment you ran the installer, then the installer is corrupted as well and you will require a new one.

Post back if it doesn't work. I don't think you will need to though.
