Pretty sure this means...
+9->+10, 100% chance.
+10->+11, 100% chance.
In technicality, this is upgrading from 9 to 15 with 100% chance...

Remember that you can only use 1 perfect core per item, so never use it except going from +14 to +15.

you can use multiple perfect core on a item it just tell u not to use 2 perfect core at one time when it ask for 3 cores cause it already gives 100%

i am calling BS on ur stats, no way u can have 112 cdi+85amp cuz u would have to remove crit weapons, for the amp unless ur pet is either 10slot with all crit, or all amp, and that isnt happening ever
