I actually read that it would be account-bind, but lately I've been hearing it's character-bind. I haven't bothered to lurk EU forums lately so I have no idea at all.

In korea and eu its charact bound only 1 is allowed to be used per character so ya your right some others would benefit for rol2

but if they hang out till after that update the prices will drop big time and I'm sure EST is fixing some drop rates with the illusion castle update

you can change your UI anytime you want lol. people have already personally changed theirs and have made it easy for you to do it yourself. just search google and you can figure it out. just be careful to keep back up files of the original cabal.
