for magic skills: is resist intension worth it? is 10% resisit a lot? if so upgrade to what lv
for sword skills: what lv should i upgrade force impact? its got long Cast time and cool time, and is it even useful in pvp or war? if is upgrading to 9 a good idea?

Resist intention effect doesn't change with level, only it's duration does. So honestly you can just put in spare points into it, or keep it lvl 1.
Force impact is garbage, not good for anything.
