Cabal kinda laggy?

Okay..So lately I've been experiencing quite a lot of lag. Not the lag where I'm like flying around and cabal being choppy..The kind of lag where there is a delay in some of the things I do. Such as typing and using skills..Sometimes it gets so bad that I just kinda freeze there for a minute and then everything starts and it like fast forwards..

I just have one question. With that kind of problem would it be internet or my laptop? I am running windows 7 Home Premium 64-Bit. Specs are: i7 intel core Processor, 4GB of ram, and 2.66 Ghz.

That would be pretty scary if EST had dedicated bandwidth allocation according to cash shop purchases

i get the same lag when my net is slow.

I lag every time I download and play cabal with MS word, firefox, msn, vent, AIM, powerpoint, photoshop CS5, Veoh, etc etc open all at once. That is the only time I lag.
