If you think for a second they dont already have accounts here you are wrong.

I see metric units, foreign languages and get pm's begging for alz quite frequently now. The global accounts arent transferred yet but the players are here.

their region block was supposed to be resolved as soon as they made the announcement, if u read it fully, it says "For your information, we have already have opened CABAL NA service for Global Service area as well, so if you want to create new accounts and play CABAL, please do so in CABAL NA server."

i doubt the lag is result of global players, alot of players complain of skip since the user interface update, i experienced this myself on old pc, new one doesnt have any problem now.. although i havent noticed much lag in terms of server lag..havnt broken combo because of lag in few months atleast....
