Cabal Updater Stops During Download

Ok so launcher opens fine but when it begins to update it reaches about 50% sometimes less then just cuts off launcher stays open but then i get message saying "Downlaod Failed Please Try Again" any one can tell me possible reason, i place an exclusion in mcafee antivir just to be safe as well still face same problem any help would be appreciated

figured out why the network admins set up network so that files cant be run from temp directory so therefore wont let me get file update_167.dat because it has to go to temp first is there anyway to manualy get update_167.dat file downloaded and installed
