PvP's and LvL's

A while back.. you could pvp a lvl 140 as a lvl 100 and quite possibly win.. now not so much. I think they implemented a sort of penalty-type thing for pvp a while back. If I remember correctly, if a 110 fights a 120 the 120 is 10% stronger right? This happened a while ago but I never actually got the real numbers..

110 fights a 120.. 120 is 10% stronger?

then ..

110 fights a 116.. 116 is 6% stronger?

if your lower lvl that someboyd, you have a 1% damage reduction per lvl lower you are.

[Matrimoney]

if your lower lvl that someboyd, you have a 1% damage reduction per lvl lower you are.

cap is @ 20%, and the reduction starts when you're lvl 120
