I'm new to the game, so after I entered the ID and Pass to play, I got this notice saying that I can't connect to the server, what could be the problem?
There is an internet connection, and I'm not in the US, but I don't think that would be the problem since the game is global.

submit help desk ticket with information on where you are trying to connect from, and your internet service provider ect.
one reason you would be un-able to enter is if they had ip restriction on specific area where another version of cabal is already available.

I'm sure I don't have another cabal version in my area or rigion, but thnx I'll try the help desk
