it doesn't say that any of the items are "tier specific" so i would assume u can still trade you wExp for a rune regardless of what lvl you are, if that's what you wanna do. The question should be, are the runes "tier specific"? As in; lower tier = less valuable runes? But they're cheap anyway so open a few and see what you get.
