Either later quests or drops. No one has it yet.

u get the lvl 1 cards from the bi,ds,gd instructors,then u need to get the lvl 2 quest from the instructord to get the "rare" mercenaries,u will have to run sod to get the "rare" mercenaries cards.

level 2 quests are in sod and the level 3 quests are in ft1 I had all 6 quest on in sod and only got the 1st quest item from the 1st boss for a quest so it seems like 1 quest per run can be done only maybe more in partys IDK I have 7 mercenaries so far
