So are the skills fixed?

So ever since the episode V update I've read threads that the orange text skills were nerfed, then after maintenance they were OP but then after another maintenance I heard that they went back to normal non nerfed nor OP...I just pvp a BL lvl 99, me WA 90, and my WW seemed to do at least 50-70% of his HP, so I'm just wondering if it's normal again?
