I bought 4 bronze tickets out the AH today and 3 of them work, the last one says "Cannot use the item"

probably a left over duped one left over from that bug ppl were trying to exploit, so you now have a choice (a)be a good citizen and npc it so it no longer circulates (b)hope and pray the devs will answer your ticket in less than 24hours and take that duped voucher out of the game and give you a real one, or (c) be an evil bastard and resell it
