Pretty sure you don't need the quest started to get the ring, though I got mine in a party so that might be why I got mine.

ive gotten both of mine solo, with the quest active, you need to get "Ring of evil spirits" from the mergaheph's legendary chest and take it to the alchemist in bloody ice
