Newbie quests don't give anything now?

Last time I played I remember that the low-level quests, between 1-40, gave you magic weapons and armor frequently. Now I'm Lv13, starting over, and haven't seen even one piece of equipment as a quest reward, still using training stuff.

Did they change the quests or something?

I just started doing all my quests, and most of the good stuff starts to come around level 25 or so.
