free xfers across serves O.o, perhaps good o.o

So, I was thinking it would be cool if they made an event where u could get two free char. xfer from merc. to venus and not vice-versa as merc. is already too full. Of course this idea is not fully formed but I would like to xfer one char. to venus and see how it is and to balance out the servers
