When I log in to cabal, the bar fills up and then it says Failed To Connect to Server...
My cabal folder says Cabal Online (NA - Global)...Do I have to be in NA to play? it says global...Attached a screenshot
Where are you located?
This use to be Cabal global but now it is NA only unless you had a global account then you could transfer it over I believe

To add to DPS's comment, you can also check out this link (http://cabalonline.net/Main/) for a better idea of which area is more suitable for you to play CABAL.
