dose this sever do reborns like ogp did. i was also wondering about if i can bring my other acc for a different sever to this still and how do i go about and can it be any sever of cabal i played or just ogp

wrong section/ reborn as transfer than yea but they don't do that anymore from what someone said in previous thread but you can send ticket to gm to transfer from ogp to est.

but its not ogp and i thought the transfer thing in the cash shop is for that
and do they have the reborn system on this sever ?
U can only xfr from OGP or Global

You can't transfer from OGP anymore. That's long over with. You might be able to transfer from Global server but that's it. The cash shop item refers to transferring from Venus/Mercury which are the two servers on THIS game. I don't know what you mean by "reborn," but no, you can't transfer a character from any other Cabal server.
