By the look of your GUI (Desktop) you are running WinVista or Win7 and set for Spanish?
1) Right click the cabal icon and select "Run as Administrator" to run Cabal, not like WinXP and such where you just need to be logged in as an administrator, Windows Vista and Windows 7 you now have to bump a program up to unrestricted access explicitly aka User Authentication Control (UAC)

1) La derecha - chasque el icono de la cábala y seleccione el " Funcione como Administrator" para funcionar con a la cábala, no como WinXP y tal donde usted apenas necesita ser abierto una sesión como administrador, Windows Vista y Windows 7 usted ahora tiene que topar un programa hasta el control de la autentificación de usuario del aka del acceso sin restricción explícitamente (UAC)
