Dash problem

hi guys for some reason my dash isn't wrking and i can't see other players skill animations. When i turn my skill animation on in the options all it does is, show my dash skill but i dont move at all. So if anyone could help me that would be cool.

animations are controlled with the effects setting
show skill is for doing an attack without having an enemy selected
