Wasn't it supposed to be "top 5 guild from each section"?

The guild i'm in got 2nd, but according to them, we just get the title now, when before the top 5 got the emblem, and the top 2 got the title..... Did I just miss something or anything?

the guilds that made into the first place of each tier will receive permanent Guild Emblems, and the guilds placed second in each tier will be receiving 8 week temporary guild titles.
