(GM's Please Read) I can refill 0 ecoin today??? Haven't bought any yet?

Hey guys, I made a new account for the purposes of free premium for 14 days. I was planning on buying a K-red for my character but according to CABAL.com it says that I can't even refill any ecoins at all? I haven't purchased any on this account, nor used a voucher...looking for some insight on this problem and if any of you experienced it.

new accounts can't purchase ecoins. Not sure for how long.

ya u have to be like higher lvl or sumting.. or if dats not the case ... u cant use more than 2 accounts to purchase ecoins if its from paypal
