Just like all the other chats (General, Guild, Shout, etc), there should have a Friend/Buddy chat. This chat enables you to talk to all your buddies that are online.
This may put more emphasis on your buddy list...because I don't really see the purpose of it, only to see if someone is online or to be notified.
