um this question is being asked again, it was addressed when he 1st posted the video. It was a bug in the game where u spam vital pots and it showed the cd image on the hp pot very fast instead of showing the vitals were being used.

u can spam vitals that fast they got no CD as long u dont get attack

yeah equip vital packs to ur hotkey and a few seconds out of danger u can use them that quick.
