Do we have to be living in/near Irvine to apply, or can we be willing to relocate (out of our pocket of course...)? Thanks in advance.

It's really up to you. As long as you can get to work everyday, you're more than welcome to use whatever means you want to get here. Of course it'd be better for you if you lived closer for your own sake. I live about 20 miles away and the drive isn't so bad, but traffic can be bad at times.
We have a helipad outside but I'm currently using it, so that's going to be out of the question. You're more than welcome to helipool with me though.

cali cost of living is the highest in the united states
the job better cover at least your living expenses, lol. last time i checked you dont get paid whole lot for entry level jobs.

And that's all I am concerned about. Just getting by. I'm not asking for a salary that will buy me a mansion in Beverly Hills. Although, I wouldn't want to scrape by either. A little extra cash for comfort would ease the worries of today's world.
