Do they automatically get used if the upgrade fails?
If the item was supposed to drop down by 2, but you only had 1 safeguard, does the item only go down by one?

Yes if the item drops by 2 and you only have 1 safeguard it will still drop -1, however if you upgrade with all enhanced core highs It makes it only drop by 1 therefore only 1 safeguard needed.

i have heard about it dropping more then 1 with enhance

It may have, but if the item takes 4 cores you need 4 enhanced ones. Not like 1 enhanced and 3 normal cores, dunno if that applies to what you mean.
