Is Capella the new viet nation?

Been playing this game since OGP, and I always remembered majority of Merc procs being viet. Now it seems the other way around. Is this true?

EDIT: No racism intended, just making an observation and seeking it's validity.

Yeah, Sei/Soul Society was built as a cap nation for years. Idk why they switched nations.
