It's because idiots try to use them without using enhanced cores, in which case the item goes down twice and needs 2 safeguards in order to stay at the same +. Last time they put them in, a whole bunch of people QQed because their gear went down in + even though they had a safeguard, so this time they made a 2 per purchase requirement to counter them.

or they coudve just said if their not enhanced it goes down by two :3 ? instead they made it harder and made people buy more vouchers

i remember i was the first to post a thread about it. and yes they did tell us on forums and posted it on the event notice after the damage was done. it was EST's fault who failed to explain on how a safeguard works when they first released it. a description b4 a safeguard was purchased would have been nice dont u think?
