You have cabal PH to play, because of that your IP is probably restricted from connecting to cabal NA.

The "global" appendage of cabal NA came from cabal global server, of which the service was terminated and they just combined the server with North American server. Global server was for players who did not have access to other official cabal services that are geographically local to them.

You cannot access the server from PH, just play cabal PH http://cabal.e-games.com.ph/

No point in asking how to mask your IP, the GMs already have your IP from the forum post, it wouldn't take much to find your account ID and ban it for playing from outside the service region, not worth the time playing to get banned.
