Depends on your class.
FB go for CD.
BL mix it up if you want.
FS AMP. or CD...
but the 7% is better( my opinion)....or 17CD or 20CD.
yes very depending upon your class.
FB go with CD. try get a 20% cd FC weapon.
BL go with the 7%s.amp FC and a high CD weapon in the other hand / or 2 CD weapons
FS some like the 7%s.amp

now if u can get ahold of a 7%asa 20cd and mind u, forci blade (like someone from Revenge did and cost all of 15b lol), then that'd be epic for any --- bl, fb, fs --- class.
SS or it doesn't exist? i'll look for it and get back here.

Also depends on what you're build goal is for. Pve generally should be a little more amp, where-as pvp is CD.
