this character can hit any monster around him with very very large range.. how is that possible? I turn on the effects and blur in my settings just to see what skills is he using but i guess he uses only normal attacks and buffs...

Its possible because the character is using Area of Effect/GM trigger modification on the aoe skills. Its not normal attacks, AOE doesn't apply to normal attack.
