Lag spike w/ buddy or guild list login/logout

For about the last 3 months I've been getting ~0.5s lag spike every time someone from either my buddy list or guild changes channel or logs in or out of game. It happens in all maps and dungeons. There were no changes I made to my system that I can recall that caused this. This problem also occurred ~1 yr ago but seemed to resolve itself.

I've already tried the following with no affect to this problem:
- The cabal folder is on my virus software exemption list.
- Turning off the login/logout notification.
- Check files.

Anyone else have this problem and/or possible solution?
