how can one achieve max crit rate scroll.
i cracked several pc 2slot max crit rate and +9 it and still got nothing.

You can only get it from a +13 item extended with max rate in both slots, third slot must be empty. Works everytime.

is there a way where you have a chance to get it?
do you have a video showing the +13 item being broken?

OK, he's trolling you. It's very simple. Luck. +7 and above items guarentee you a scroll. Not what the scroll is. What's in slot DOES NOT MATTER or inluence it at all. So..... Good luck! the + however does increase your chances of better scrolls.
