I can't shout?

I got on my level 113 toon and I can't seem to shout? Can't even click on the "Shout" button to enable it?
Whats going on, do I have to pay for it too? :confused:

you might be trying to megaphone, that shouts to every single server, try typing /L in the box when u press enter and then type

yes it changed, cabal is now a pay-to-type game. 20 ecoins per line.
