Charm Upgrade Questions

Ep.9's just gone live here. I've a few questions about Charm upgrade. Is there any chance to fail? If it fails, will the charm be destroyed? What about success rate of each level? Please share your experience.

Btw, in the new basic craft system, what are worth to craft? (I'm at 7999)
