War Costumes with eCoin, can you buy Cross Faction

I have always wondered this for a long time, but I know that you can wear a Warrior's Costume, or whatever other costume, when you are a different class.

Say, for instance, I go to one faction, is it possible to use the other faction's War Costume, that you buy with eCoins?

I ask, because there is a Capella Costume I want for my char, but I do not want to represent the actual Faction, because of how much they blow in Mission War for a while now.
