If both of these were slotted, which slot will rate appeared in so that it is considered "rate first slot"?

Rate always is moved to the right. Amp is also.
I'm not sure if it's an alphabetical thing or not.

doesnt mater just get the item to +15 before u extend it n fill 3rd slot lol

Slot "enchants" will always be in a certain order from left to right, regardless of which was put in first, so you can't know by looking at an item. Only way to know is for the 2nd and 3rd slots to still be empty.

Keke I know somebody who failed to fill the 3rd slot of their boot at +15, at 99% success rate. Luckily it was only a boot :>
