Cabal wont start up

Cabal wont start on my computer
i keep clicking it but it says its already running
any idea how i can fix this?
already tried to reinstall it again but it wont fix it

Restart your comp then try opening windows browser first before opening cabal. Maybe will work on yours too.

make sure to hit crtl alt delete and make sure its not running in backround before u try to open it
