cabal won't start all the sudden 0_o

it was working fine yesterday but trying to start today I can't even get the update screen to come up. It just asks permission to start the program like always but never loads anything. trying to start it again gives me the "there is already a cabal open blah blah would you like to terminate?" yes and no both do nothing QQ

I've already tried reinstalling and also running it as admin, nothing works

anyone else have/has had this problem and has fixed it? Help would be much appreciated

Ctrl alt delete > task manager > processes > check if cabal is one of them > end process > try again
