because you don't. Rate isn't hard. Learn where to sacrifice what to gain a better dps. That or focus on more amp to make up for less crits.

What kind of logic is that? Might as well say amp isn't hard yet we have an amp rune. CD isn't hard to gain yet we have a CD rune

But there is no cap on amp, while there is an easily atteignable cap on rate. Endgame the rate is pretty easy to get, the max crit rate is the hardest part.
