K they are banned but they make new accounts... Same ip? I don't see the problem here? There was a nice feature before where u couldn't chat until lvl 4 or something like that. Make it lvl 52 or something cuz until then u don't rly need to chat.

put it at the same as for shout: Lvl 40 sounds good enough for me. Anything below that can just be powerleveled in like 2 mins

Even better, make a noobie-server from which you can't get out until you've completed lv40 rank up (some games have "noobie-islands" like Tera)

This is a good idea.

However, the idea of "buddy-only mail" is pretty terrible. I will chat with people who aren't on my buddy list or mail people who aren't all the time.
