If there is problem with Update, its stuck on 21%, or 1% it doesnt metter, then its likely that your internet connection to the cabal server is bad(Even if the game itself runs smooth with no lags).
To make it work, disconect your internet, and try to conect internet from other source like:
1) internet from your cellphone by USB or Wireles tethering
2)Using internet from NetStick (portable usb modem)
3) Using neighbor internet via WIFI (Last resort).
-And of course remember to shut down your firewall and Antivirus before you do the update.
-The secund thing, open IE window and load any page and leave the window open (cabal is working through IE, if IE is not working properly, you wont be able to play).
This solved my Updating issue, hope it will help others:)
BTW, for those who having the "cabal window dissapearance", try to run IE, and check in "tools" that "work offline" is off. try to open any video on youtube, minimize the window, and run Cabal.exe.
