If I am going with the 309 strength and intelligence then everything else into dexterity, will I be able to use mithril blades or crystals?

You need something like 340-ish str to use blades; if you stay at 309 you can only use katanas.

309 str is enough to use crystals though.

No o_o If you go with the recommended FB build, it's only enough for Katanas and Orbs should you stay at 309 STR and INT. Frankly, though, the only real benefit of going the crystal route is compensated for by sticking to the default. Because the intelligence gain is overshadowed by the orbs matk (for bm1), and the massive amounts of dexterity you pump in MORE than make katanas a viable weapon without the need to mess with your build just for a couple points extra from blades and crystals.

309 int is enough to wear forci xtal. xtal is slightly more optimal than orb, but theres not really a big enough dif to notice.

so to be clear:

309 str, 309 int, and excess dex, is enough to wear forci kat and xtal

Dex build fb's so last update all the fbs tht know a thing or too have gone to str build.....
I have tested tho for a t4 fb it seems the str cap is 599 after 599 you lose about 100 hp for some reason for my 187 fb it passed the 599 without the hp loss idk if its due to rank up or whtever or maybe it could be the ratio of str int dex I find the same thing for bl after I dropped dex below about 587 it lost 100 hp.
Str build is proving to be more effective for pvp than dex build to me and I know you're a war guy so I would suggest giving the str build a try :D

Well I'm not staying in T4, as soon as I can get some internet I'm going to be leveling up. Should I still have a main strength build? And if so, what ratio?

Isn't better take some miss, than as 80~100 damage reduction and 300~320 HP in the NW??
And the DEX build also is better for DG's/PvM..
