Cabal-Failed to download server information,restart

i tried to uninstall it...reinstall it multiple times...both mirrors...one and two..and both failed... but anyhow.. i got to download it..and the same reason that i uninstalled cabal..was because of this same reason..failed to start launcher... i have no idea why it's going like this..i tried to run as admin...i tried to run as admin and restart my laptop multiple times... and it still doesn't work... my antivirus is down..and it still doesn't work...

. restarted my laptop.. ran as admin...ran a scan from my anti virus...deleted cookies/cache/temp files... and i'm still receiving the same problem....
