Tips on upgrading to +15?

How do people usually get to +15? Safeguards or Perfect cores? And at what "+" should you start using safeguards?

I haven't played cabal since +7 was max upgrade lol, I'm completely lost with this new upgrading system..

Well I would say start at +10 minimum. +12 preferred. PCH should be usually for last 1-2. GL!

Save urself the trouble and buy already +15, unless "the luck is strong in this one" applies to you.
