I gotta agree here, I have been searching for a while but as my FB has grown I realized FB is a unique class that you just feel it out and play for the win.

Force Stab > Force Slash > Impact Stab > Assasinate > Infernal Impact
No such thing exists.. U Do wat feels right as the moment and adapt to the situation ur in..

there is no best set combo: just guidelines you can use to decide which skills are best in which situation.
Force Assault, Force Slash, Impact Stab are the best fillers. Rising shot can be thrown in at the end if you want more than that.
Assassinate is the highest dps of the big skills, followed by Quake close behind. Sod and II are miles behind in dps, except for in pve in which II closely follows Assassinate.
Infernal Impact is the best of the 4 big skills as a finisher, followed by Assassinate. Quake and Sod are miles behind in that.
