Can't Use Skills

Hey guys and gals got a problem. Just re-activated my account the other day. I can log on fine, but I can't really use any skills. When I press the hotkey for a particular skill it just does the animation. I can't blink, attacks do no damage, etc. I can however get attacks to work with auto attack as long as I start off with the basic attack, and only with the basic attack. All my settings are at default. I've tried uninstalling and reinstalling, tried removing and replacing my skills, and nothing. Any ideas?

You have "display skill" turned on. Press ctrl+d to turn it off.

I have that issue every now and then, take a weapon off and put it back on, for some reason it resets the skills.
