Cabal vs Google Chrome

Is anyone experiencing problem where when you have Cabal open, you can't use Google Chrome because it gets stuck at "Establishing secure connection"?

Yes. It's the browser itself because sometimes, even with game closed it would bug up.

mine has never stopped working, but immediately stops working when i load cabal. it starts working immediately after i close cabal.
